Om Putin fran Vedomosti...
Yesterday’s speech by PM Vladimir Putin in his final report to the Duma on the Government’s work in 2011, in our opinion, was absolutely truthful. Indeed, few governments can boast of such results - GDP growth in Russia is ahead of many countries, wages are rising and the ruble has strengthened its position. We have a low external debt, population growth and increased pensions. But the report clearly omits several important facts about the life of the country, without which the picture is incomplete.
Despite all the successes, money and people are fleeing the country. In the four years of Putin's premiership the capital flight from Russia reached a catastrophic level - $ 338.9 billion – the amount equal to Russia’s entire annual state budget.
Capital flight is accompanied by a brain drain: according to polling agency Levada Centre, over the past 12 months the desire to leave the country was expressed by about a third of the polled residents of cities with a relatively high level of education. During the last three years 1.3 million people left Russia, 40% of them had college education.
The intellectual and financial elite are leaving the country, among other things, because Russian entrepreneurs have in recent years been subjected to monstrous reprisals from the state. During the last 10 years, according to the Center for Legal and Economic Research, every sixth entrepreneur was criminally prosecuted. Two-thirds of the companies owned by the prosecuted business-people were closed and two million people employed by them lost their jobs. According to experts, more than 100,000 business-people are currently behind bars.
The country is suffering from a catastrophic shortage of investment: its volume still has not surpassed the pre-crisis highs. Of those capital investments that are being made, two-thirds are the large-scale State-financed oil and gas pipelines. The rest look more like desperate hole-patching rather than investments: 70% of the 10,000 enterprises polled in the survey conducted by the Higher School of Economics have invested in the replacement of old equipment. The reason for these investments was not the low efficiency of the equipment, but its complete physical depletion.
One of the reasons why companies cannot invest is significant rise in tax burden, which Mr. Putin for some reason forgot to mention. When the current cabinet commenced its work, the total tax burden was 35.8% of GDP; now, according to presidential aide Arkady Dvorkovich, the tax burden reached 40% of GDP.
Increased social tax contributions not only slowed down investment and growth, but also pushed some business in the ‘grey economy’ contributing to the development of ‘cash transactions’ and criminal schemes.
Budget problems also have increased. Following the crisis, most governments have actively pursued a policy of belt-tightening, bringing their expenditures to more reasonable levels while Putin's government has done the opposite: during the post-crisis years the share of social spending in our budget has risen from a fourth to a third. A pre-crisis budget deficit (excluding oil and gas revenues) of 2-3% of GDP rose to 10% of GDP today. The current budget would not sustain the 2008-like shocks when the price of oil has fallen by 75%. Unfortunately, Russian senior citizens are still not well-off. While pensions did increase, they barely reach the subsistence level.
Mr. Putin is proud of the fact that we began to build more apartments, but he did not mention that today fewer people can afford them. Housing became less affordable because of the rise in corruption price premiums. Builders set aside 20% to 50% of the value of the investment project for the bribes to government officials. According to authors of the "Strategy 2020", Russian corruption leads to a 15% higher prices for food and 25%-30% for real estate. In the 2011 ranking of perceived corruption by Transparency International Russia occupies 143th place out of 183 - on par with Nigeria and Uganda.
The report to the Duma ought to have mentioned the growth of monopolistic state-owned corporations - we have eight now with one more on its way. It would also be nice to include in the report the number 1 trillion rubles (33B$) – this much, according to President Dmitry Medvedev, is stolen every year in State procurement.
Apart from that, Putin's report is an exemplary one and is full of progressive ideas.

Stadsvandring - Tema Michail Bulgakov

Gratis WiFi i Moskvas T-bana..
Free wi-fi internet access is now available on the Moscow metro’s ring line.
In a pilot project by cellular provider MTS jointly with Moscow’s IT and transport departments, wi-fi access points have been installed in all 180 wagons travelling around the circular line. The ring line stations have also been equipped with wi-fi hot spots. Two other cellular providers, Vimpelcom and Megafon, have also set up free wi-fi networks on the red Sokolnichesky and grey Serpukhovsko-Timiryazevsky lines, RIA Novosti reported, adding that the city government is to make a decision on extending the service to the entire metro network in two to three months.

Dear walkers, colleagues and friends,
The official launch of "Moscow Walks. Spring" is now on Monday 16th April, 7.30pm in LPQ Moscow City. Below is an invitation to that and a few other events. This trip to Russia is as brief as the Moscow spring itself, but I hope to see as many of you as possible...
Saturday, 14th April - The celebrations kick off on Saturday night, 14th April, at Davina's Studio on Petrovka with a few drinks and another chaotic pub crawl. Drinks, art and books in the studio from 8pm; pub crawl starting there at 9pm... (no fixed finishing time - simply leave when you've had enough).
http://www.petrovka-art-studio.com/
(To find the studio (26 Petrovka, Building 5, Apt 102)
Davina says "Go through the archway opposite Azbuka Fkusa shop, turn left inside the courtyard. Keep left until you can go no further and my entrance is pink next to the car barrier on the right. You can call Davina on 89636126096 if you need to.)
Sunday 15th April - A morning hike through Bittsevsky Forest. Leaving at 11.30am from the Moo Moo cafe (come earlier for brunch) close to Chertanovskaya metro station (grey line, 20 mins south of centre) http://www.cafemumu.ru/contacts.php?s=d1esmnrk1 and reaching Novoyasenevskaya metro (orange line) around 2pm...
As always, everyone is welcome. Bring a mobile and my number +7926 464 4352 just in case you can't find the meeting point. About 9km, could be muddy. (I do know this is not the best time of year for woodland walks in Moscow, but these are the routes I'm checking up on!)
On Sunday afternoon, any time from 4-8pm, do drop in to flat 31 at 8 Malaya Molchanovka (round the back of Dom Knigi off Novy Arbat; map below) if you want to buy a book, get a book signed or just have a more peaceful chat than is usually possible at the launch parties. There will also be copies of Luke's book available (in the new paperback edition) for 400 roubles. If anyone would like a personalised signed copy, let me know asap. NB: NOT a party this time as Jane and Patrick are busy - just a very informal chance to get together (and maybe drink a couple of bottles of vodka)... - plus another pub crawl from 8pm?

Monday, 16th April - "Miracles, monuments and marshes" - two partly experimental hikes along the Yauza valley, attempting to link the Sokolniki walk from the winter volume with a route planned for the summer book. Meet in or near the Schokaladnitsa cafe (http://shoko.ru/moskva/adresa_kofeen_moskva_i_mo/sokolniki) near Sokolniki metro (RED line) at 10am for a walk through the Park and along the river, reaching Botanichesky Sad metro (orange line) around 1pm and continuing from there for an afternoon stroll as far as Babushinskaya metro near the top of the orange line (arriving around 3pm). I am hoping to find somewhere to eat on the way, but bring a snack just in case...
See you soon,

Boris Grigorevitch Dyatlov was born in Novosibirsk in Siberia in a family of workers. After finishing school in 1941, he was drafted to the army, and was soon sent to the front in Ukraine. In 1943 he was seriously wounded, and he left the Army in 1946, highly decorated. In 1946 he entered the Moscow Institute of Applied Art (MIPIDI) where the famous Aleksandr Deineka was his teacher and mentor. He specialised in “monumental art” - muralism. When he graduated in 1951, he decorated the two new theatres in Kalinin and in Stalingrad (Volgograd). From the 1950’s until his death he decorated more than 70 large buildings (e.g. theatres, schools, factory buildings, train stations, VDNKh Moscow), with both mosaics and murals, for which he received a large number of awards and medals. In his private painting life during the 1950’s, he painted numerous sketches of daily life in the village and the kolkhoz, concentrating often on the colourful and unique characters that inhabited them. In the 1960s he was influenced by the appearance of the “Shestidesyatniki” and the Severe Style, this is reflected in his approach to depicting the sad consequences of the 1930s collectivization and WW2. His wife Valentina Statun is also an artist, she specialises in glass mosaics.

Swedish Career Fair 16 May 2012 - Svenska Ambassaden
Dear Sirs,
Last year the Embassy of Sweden organised a Career Fair for students and alumni who would like to work for a Swedish company in Russia. The results were very encouraging and 16 May a similar event is planned on a larger scale on the premises of the Tax Academy of the Russian Federation at the new building 2 minutes from metro station Kuzminki.
We are hoping to attract 200-250 visitors if not more. This time our main focus will be on graduating students, as several of last year’s participating companies mentioned this in the evaluations. The event is open to the public, but registration by email will in principle be required. The working languages will be English and Russian.
The Embassy of Sweden in Russia has an up-to-date database of more than 1000 people who have been studying in Sweden or are interested in getting a job at a Swedish company. Many of them are acquainted with Swedish business culture. We want to give you an opportunity to access educated and highly motivated young Russians. The main aim of the event is matchmaking for companies and potential employees. At the same time we would like to promote Swedish business culture and the Swedish approach to Corporate Social Responsibility in Russia. We are planning to invite business press as well. If you are interested you may inform us what universities you prefer and we will get in contact with them to specifically invite their students to the event.
There are several options of participating in the Swedish Career Fair:
1) Presentations of your company in a dedicated room as part of the official program
2) Stands or tables with corporate logo for individual talks
3) Lectures on CSR, education or other relevant topics as part of the official program
Obviously, it will also be possible to spread information about current vacancies in your companies. This time we are also planning to print a catalogue of participating companies.
Participation is free of charge but we expect participating companies to show commitment to the event in terms of presentations and/or stands.
If you would like to participate please contact Nadezhda Ryahovskaya at nadja.ryahovskaya@foreign.ministry.se or Anna Fomenkova at anja.fomenkova@foreign.ministry.se to discuss further details.

Recept fran Tina-kvallen
Svartrotter i filodeg

Svartrotter i filodeg
Jattegott!

Alternativ syn på Vladimir Putin
![]() |
| Jon Hellevig |
'Putin – Democracy in the Making'
It was up to Yeltsin to start to get the country in order, but he came too late. Gorbachev’s perestroika had already transformed the country into a total criminal anarchy. With no more than a handful of honest and trusted people around him Yeltsin could not achieve much in those conditions of anarchy and virtual civil war. But according to western propaganda, this period of the 1990’s is referred to as democracy, which supposedly was then destroyed by Putin.
Putin has already announced significant liberalization of the election laws, among them the proposition to further lower the threshold for registering parties with nationwide status. We will probably never see a similar liberalization of corresponding US laws, a country where two parties share an eternal monopoly to power.

Anders Åslund - 'Ryssland behöver sikta högre'..
Idag i MT finns en artikel där Anders Åslund uttrycker sina åsikter om vart Ryssland bör rikta blickarna...'Why BRICS Is No Good for Russia'
As a highly developed country, Russia needs to aim higher than the BRICS, which is actually far less developed in most regards. It should focus on the EU as a more ambitious peer group. Yet, Russia is and needs to remain more dynamic than the EU because it remains economically less developed.

'Russia Struggles to Reform Soviet-Era Orphanages'
Vikenty was 13 when he started school. Although he was being taught in the Moscow children’s home that provided his earliest memories, he knew something wasn’t right.
“You take out a book from the library, you read and you understand that the level of knowledge in the children’s house is absolutely not the level that normal kids get in school,” he said. “There were difficulties. … [But] I decided that getting my diploma was more important than standing and crying.”
Vikenty, now a 22-year-old graphic designer, started attending school at Verkh, an energetic nongovernmental organization in Moscow that offers education and life training.
Its name means upward, so it is literally a step up for children who know little of life beyond the closed world of Russian children’s homes and who otherwise risk drifting into unemployment, poverty or crime.

In From the Cold: The Rise of Russian Capitalism![]() |
| Peter Westin |
Since the collapse of the Soviet Union in 1991, Russia has made enormous strides toward creating a free market. In slightly more than twenty years, the country's economy has been completely transformed. Today, most Russian companies have been privatized and the country has developed fully functioning capital markets. Indeed, over the course of the past two decades, the Russian equity market has, on more than one occasion, been the world's top performing stock market among both developed and emerging markets.
While the country and its leadership continue to face great structural hurdles that must be overcome, recent progress has been nothing short of remarkable. This book brings together some of the world's most successful Russia-dedicated portfolio managers, economists and market participants to share their personal experiences in this dynamic market. Each of these professionals has a long-term relationship with Russia and has lived as well as worked in Russia: they have many years of experience in the country's financial markets. Indeed, many of the contributors to this book have been active in Russia since the very inception of the market and each is uniquely qualified to offer a personal and authoritative account of Russia's journey toward capitalism.
The book is divided into two parts, one giving a more general overview of the market's development and the other focusing on the personal experiences of Russia's capitalist pioneers. Each chapter offers a clear historical description of principal developments, while the personal touch enhances the reader's understanding of how market forces developed, how obstacles were overcome, and how so many market participants have been able to reap great rewards in one of the world's most dynamic emerging markets. Our contributors also discuss the road ahead, examining both the positive and negative factors that will affect the Russian economy in the years ahead.
